The Surrey City Council is set to vote on a development proposal that includes a 38-storey residential building and a 2,029-square-metre mosque in Whalley.

The vote will follow a scheduled public hearing on Monday, June 15, 2026.

The proposed project at 13508-13546 98A Avenue would introduce 373 residential units to the area.

The site currently houses a single-family home that serves as a mosque.

According to a planning report from municipal staff, the development aligns with local guidelines.

“Staff support the proposed development as it generally consistent with applicable planning policies and contributes to housing supply and places of worship,” the report states.

The identity of the applicant was not disclosed in the report.

Parking and School Impact

The construction plans require a total of 483 parking spaces.

Of these, 151 stalls are allocated for the house of worship and 332 for the residential section.

The Surrey School District estimates that the tower will house 31 school-age children.

Nineteen are expected to attend AHP Matthew Elementary, and seven are slated for Queen Elizabeth Secondary.

The remaining students will be home-schooled, enroll in private schools, or join different school districts.
