An Oregon man was sentenced to 20 years in prison on Thursday after pleading guilty to shooting at three police officers during a 2025 traffic stop.
Loony John Franklin Kolb Toon, 43, admitted to charges including attempted first-degree assault with a firearm, illegal gun possession, and second-degree escape.

The incident occurred on June 20, 2025, in Milwaukie, Oregon. Toon was on probation for attempted first-degree kidnapping at the time.
According to the Clackamas County District Attorney's Office, Toon shot at the officers during a traffic stop. He then fled 20 miles to Sandy, Oregon.
Authorities arrested him four days later after he abandoned his vehicle on a golf course.
The plea agreement resolved the shooting charges along with outstanding, unrelated cases spanning four other counties. In exchange, Toon received a single 20-year prison term.

He must also pay restitution to the Milwaukie municipal government for damage to a police cruiser and to the owner of another vehicle struck by gunfire.
Toon has a criminal record with 25 prior convictions, including 16 felonies.
Prosecutors described his actions during the pursuit as highly perilous.
Deputy District Attorney Rebecca Wareham Portlock said Toon “showed callous disregard for every single person in his path.”

Several Milwaukie police officers involved in the confrontation attended the court proceedings but declined to make statements. Toon also remained silent during the sentencing hearing.
