Investigation and Referral
The investigation began internally before transitioning to federal law enforcement following a direct referral from agency leadership.
"After a CIA internal investigation identified potential violations of the law, CIA Director John Ratcliffe referred the information to the FBI for a law enforcement investigation," stated the FBI.
The agency conducted the formal handover after documenting multiple unauthorized acquisitions of government assets by the suspect over a five-month period.
"To obtain a significant quantity of foreign currency and tens of millions of dollars in gold bars for work-related expenses," noted court documents regarding requests Rush made between November 2025 and March 2026.

Management noted a complete lack of documentation explaining where the government property had been transferred.
"Any record of Rush providing information to his employer regarding the disposition of the currency or gold bars that he received for work-related purposes," stated court documents.
