The Royal Netherlands Meteorological Institute (KNMI) updated its operational mandate on May 20, 2026.
The change introduces targeted local weather alerts and extended forecast windows to enhance public safety amid climate-driven extreme weather.

Localized Alerts and Extended Forecasts
The updated legislation allows the institute to issue localized weather warnings tailored to specific areas instead of broad provincial boundaries.
This adjustment prevents over-warning residents in unaffected parts of a province.
Under the new rules, the KNMI can now issue orange and red weather alerts up to 48 hours in advance.
Previously, the limit was 24 hours for these severe warnings.
Code yellow warnings already utilized the 48-hour notification window. The change standardizes the advance warning system for more severe conditions.
Societal Impact Now a Factor
Societal impact now plays a direct role in determining weather codes.
The KNMI will withhold warnings for storms with minimal societal consequences, such as those isolated over the Veluwe region.
Conversely, color codes will be escalated for situations expected to cause major disruptions.
Predictive Radar and Legal Challenge
The legislative revision also permits the KNMI website and mobile application to display forward-looking radar imagery tracking precipitation for the upcoming two hours.

Previously, the institute was legally restricted to displaying historical radar data.
This application upgrade prompted a lawsuit last year in February from the Dutch Association of Weather Companies (NVWB).
The association argued that free localized tracking constituted unfair competition for commercial apps.
The court rejected the request, allowing the KNMI to proceed with its predictive radar features. The legal dispute inadvertently boosted public awareness of the official KNMI platform.
The tracker-free and ad-free application rose to the top of the App Store and Google Play Store download charts.
Notifications for Government Entities
Government entities and safety regions will now receive specific notifications regarding upcoming extreme conditions.
The KNMI is additionally authorized to provide non-emergency support to water boards to assist in preparing for severe weather events.
The meteorological agency highlighted the primary objective of these collaborative operational adjustments for public safety.
"Door eerder en preciezer te waarschuwen kan de impact van gevaarlijk weer verminderen," said the KNMI.

The institute noted that sharing targeted data with water boards, safety regions, and government bodies helps mitigate the risks of extreme weather events, which are becoming more frequent due to a changing climate.
