Federal Officials Hunt Fleeing Suspect in Minnesota Medicaid Fraud Case

Federal authorities launched a public search on Thursday for a suspect who escaped law enforcement by jumping from a fourth-floor balcony during a raid connected to a $90 million Minnesota social program fraud scheme.

The multi-agency operation resulted in charges against 15 individuals for systematically exploiting seven state-managed initiatives, including Medicaid, child nutrition, and child care salary support programs.

Fraudsters Treated Programs Like 'Personal Piggy Bank'

Assistant Attorney General for the National Fraud Enforcement Division Colin McDonald stated that the targeted state-managed programs were systematically pilfered by fraudsters who treated the initiatives like their personal piggy bank.

"The fraud here in Minnesota is shocking," McDonald said during a news conference.

The investigation revealed extensive exploitation of public funds, including allegations that two defendants used autism therapy clients as a mechanism to launder money.

"This is the beginning of our work in Minnesota," McDonald added. "The Department of Justice will continue expanding our reach across the country to pursue all fraud."

Federal Bureau of Investigations Co-Deputy Director Christopher Raia confirmed that law enforcement is actively pursuing the fugitive who fled the scene during the execution of the warrants.

The agency displayed video footage captured during the raid, which showed the fleeing individual visibly limping away from the building after the high-rise jump.

"We need your help," Raia said.

"If you recognize this individual, if you know this individual, if you can provide any information related to this individual, I would encourage you to call 1-800-CALL-FBI."

Officials formally identified the wanted fugitive as Muhammad Omar, noting that he faces multiple criminal counts tied to one of the uncovered fraud operations.

"I would encourage the public to help turn this man in to face justice for the fraud that he has perpetrated -- and now to face the additional charges for seeking to flee from law enforcement and seeking to obstruct justice by virtue of his conduct today," McDonald said.
