Phillips 66 has unveiled plans to build the Zeus Gas Plant and a third Coastal Bend Fractionator, strengthening its midstream infrastructure from the Permian Basin to the Gulf Coast.

The projects are scheduled to begin operations in 2028, according to a company announcement reported by Detik Finance.

Key Infrastructure Details

The Zeus Gas Plant will have a processing capacity of 300 million cubic feet per day (MMcf/d) and will be located in the Permian Basin.

The third Coastal Bend Fractionator, with a capacity of 100,000 barrels per day (Mb/d), will be built in Robstown, Texas.

A new 45-mile Midland Express (MEX) pipeline will support these facilities, transporting up to 230 MMcf/d of gas.

The pipeline features bidirectional flexibility, allowing operators to route gas across multiple processing points based on regional imbalances.

These assets aim to increase gas-processing intake and enhance downstream natural gas liquids (NGL) separation capacity across the regional network.

The infrastructure directly addresses rising associated gas volumes in the Permian that have outpaced current takeaway and processing capabilities.

Phillips 66 connects gathering networks, processing plants, long-haul transportation, and fractionation hubs to reduce reliance on third parties.

This structural integration allows the company to maximize fee capture and optimize profit margins across its operational footprint.

Placing the third Coastal Bend Fractionator near Corpus Christi positions the incremental capacity close to critical export corridors.
