Investigators described the suspect, 40-year-old Ruben Fregoso, as a man standing 5 feet 9 inches tall and weighing approximately 200 pounds, with black hair and brown eyes.

Dane Stephens Richman, 46, is charged with two counts of third-degree felony custodial interference.

He failed to return 22-month-old Will and 10-month-old Wesley during a scheduled custody exchange on Saturday.

Investigators tracked Richman's cell phone to San Diego near the border last Tuesday and believe he has crossed into Mexico.

Officials said Richman was under severe financial stress, abandoned his home, and sold his belongings before disappearing.

The boys' aunt, Kate Walters, expressed the family's deep distress and urged the public to share information widely.

"No network is too small, there's no location that's wrong to share, share it with everybody," Walters said.

The family last saw the boys on May 16 when Richman picked them up from Washington state.

During a welfare check on Friday after Richman missed a deposition, police found an empty home and a moving truck outside.

Because Richman still had legal custody on Friday, family members could not take immediate legal action until he missed the official Saturday drop-off deadline.

"So again, unfortunately, because technically he still had custody day, we legally could not do a single thing about it," Walters said.

The missed exchange prompted a second police welfare check, which triggered the AMBER Alert across Utah.

Walters described Will's movement as a waddle walk and noted that Wesley is crawling, emphasizing the urgency.

"Please bring the babies home, give them the life they were meant to have," Walters said. The family remains focused on the safe return of both children.

"We have times where there might be a delay in even taking the report to law enforcement," Biesinger said.

"I think when I'm playing completely spontaneous, just something comes out from somewhere, that's my best work," said Rollins to NPR.

He explained that his live performances relied on completely forgetting the rigorous technical preparation that preceded them.

"Say, for instance, if I'm doing a song, any song — I practice it, I learn it, I learn the lyrics, I learn everything that's possible to learn about the physical piece of the composition, or whatever it is.

Then, when I get on a concert stage, I forget about it. I try not to think about it.

Then let the music play me," said Rollins.

His versatile career included composing the theme for the movie Alfie, collaborating with the Rolling Stones, and recording a version of Stevie Wonder's "Isn't She Lovely."

You can hear the whole energy of his being, in every note," said Brackeen.

Later in his career, Rollins managed his own independent record label, Doxy Records, which was distributed by Sony Masterworks.

"The corporate culture is anathema to jazz," said Rollins to NPR.

He rejected standardized approaches to music, comparing the fluid nature of jazz to the unpredictable changes found in daily life.

"We don't like the cookie-cutter, everything exactly the same way. We're about creation, freedom, thinking things out in the moment, like life is.

Life changes every minute. A different sunset every night, that's what jazz is about," said Rollins.

Organizers in Thomasville, North Carolina, expected thousands of attendees for the city's annual event, one of the largest Memorial Day tributes in the Southeast with over 30 years of history.
